The Cook Hospital Senior Leadership Team consists of key positions which include Al Vogt, Administrator/CEO; Teresa Debevec, Assistant Admin/COO; Kaylee Hoard, CFO and Laura Bergman, RN, Director of Nurses/CNO. The Senior Team was formed in 2008 with various departments reporting directly to each member of the Senior Team. The broad scope of the team is in the Mission of the Cook Hospital and the team's own purpose statement:

The Cook-Orr Healthcare District is committed to “Providing the highest quality primary healthcare.”

Senior Leadership Purpose Statement:

The purpose of Senior Leadership as a team has at its core the “coming together” of key positions for discussion, consideration, information evaluation and short-term and long-term issues facing the organization.
  • The group attempts to have a 50,000 foot view of issues with the goal of anticipating concerns before they manifest offering suggestions (improvements, problems, alternatives, etc) to the collective group in areas that might not be their expertise but has the potential of a different perspective being considered.
  • Collective analysis, collaborative support and reasoning bring a broader perspective to problem solving, keeping each other informed of the “thought behind the thought”.
  • Policies that affect the organization as a whole are brought to the group for consideration before being rolled out to the manager core.
  • Strategic planning may be an ongoing function of this group.
  • Prioritizing issues is an essential function of the Sr. Leadership team.
  • Reviewing financially based planning and it’s effects on the organization as well as its operational accountability. “Jointly owning the decisions”.
  • The Sr. Leadership also offers checks and balances in leadership decisions as an interdisciplinary approach.
  • The Sr. Leadership team also means that we are able to “speak for each other” when one of the team is unavailable.
Other goals should be to maintain the highest achievable morale in the organization while still maintaining operational efficiency, managed leadership and internal accountability for policies, rules, regulations, contracts, performance standards and integrity as an organization. Maintaining the hospital’s vision, values, goals and mission becomes a prime purpose offering leading by example, innovation, decision-making, thoughtful situational analysis, collaborative support and challenging each other.

Senior Leadership Team Al Vogt, Chief Executive Officer

Al is currently the Administrator and CEO of the Cook Hospital. Coming to the Cook Hospital October of 1976 originally hired as the Lab supervisor (Medical Technologist) and Imaging manager starting he started in administration in 1986 as Assistant Administrator, becoming the CEO in 1989. AI currently serves as the President of the Minnesota Wilderness Healthcare Coalition (15 hospital group), Board Member of Sisu, a 17 hospital Information Technology Co-op and on the board of Central Minnesota Diagnostics Inc (a Hospital Imaging Co-op). AI has also served as Past Chair of our regional hospital district, past Trustee of the Minnesota Health and Housing Alliance, now Aging Services of Minnesota, and past chair of the MHHA Technology Task Force. In addition, Al has also served as a past Trustee of the Minnesota Hospital Association (MHA) and President of the Small Rural Hospital Committee of MHA. Al has served on many other committees and sub-committees of the hospital association. Al served in the USMC and graduated from Metropolitan State University in 1990 with a degree in Health Administration.

Laura Bergman, RN/Director of Nursing

Laura is currently the Director of Nursing and Chief Nursing Officer of the Cook Hospital and Nursing Home. She came to the Cook Hospital in July of 2006. Laura graduated from Concordia College in Moorhead, MN in 1993 with a Bachelor’s Degree in Nursing and has completed several graduate level courses in nursing education through North Dakota State University. Laura’s professional background includes several staff nurse positions at various hospitals in the Midwest in adult med/surg and critical care units. Laura also worked in critical care staff development and continues to enjoy teaching and sharing knowledge with the Cook Hospital staff. Some of Laura’s other roles at the Cook Hospital include Quality Assurance Coordinator, Labor Management Committee Co-Chair, Trauma Program Coordinator and Risk Manager. She maintains active certificates in Advanced Cardiac Life Support, Pediatric Advanced Life Support, Comprehensive Advanced Life Support and the Trauma Nurse Core Course. Laura is also active in several peer networking committees including District B Nurse Executives for Critical Access Hospital Directors of Nursing and Arrowhead Nurse Executives for Long Term Care Directors of Nursing.

Teresa Debevec, Assistant Administrator/Laboratory Manager

Teresa is currently the Assistant Administrator and Laboratory Manager. Teresa was hired as the Laboratory Manager in May of 1991. She graduated from the College of St. Scholastica in Duluth, MN with a Bachelor’s in Clinical Laboratory Science. In October of 2006 she became the Assistant Administrator. She attended Graduate school at the University of Minnesota – Minneapolis where she completed a certificate in Long Term Care Administration and became a Licensed Nursing Home Administrator in March of 2008.

Kaylee Hoard, Chief Financial Officer

Kaylee Hoard is currently the Chief Financial Officer of the Cook Hospital. She graduated from Bemidji State University in 2003 with a Bachelors Degree in Accounting with an emphasis in Management Information Systems. Prior to joining the Cook Hospital staff in November of 2006, she worked as a staff accountant for 3 years. She was originally hired as a Controller (accountant) and then moved on to become the CFO in 2009. Kaylee is a member of HFMA (Healthcare Financial Management Association), which is an association that is considered to be a respected thought leader on top trends and issues facing the healthcare industry.
